  Universal Preschool

California, with almost 500,000 four-year old children in the state, has begun to lay the foundation to make high quality preschool available to every child prior to entering kindergarten. In 2003, First 5 California Children and Families Commission (CCFC) adopted a Preschool For All Initiative (PFA) to build on its School Readiness Initiative. Subsequently, First 5 California CCFC allocated 100 million for the next 5-7 years; $90 million for six First 5 Demonstration Projects; 10 million specifically for training and technical assistance.

Since 2003, the universal preschool movement has continued to grow and gain momentum. Some of California's largest counties' including Los Angeles, San Mateo, Santa Barbara and Sacramento have made Preschool For All a reality. At present, approximately 40 California counties, including Mendocino County, are in the process of planning for universal preschool.
